Import a Japanese used car to Pakistan

Import rules (October 2026)
Dealers and importers: commercial import
Commercial import of used cars has been allowed since September 2025 (Commerce SRO 1895(I)/2025) for cars under 5 years old. Since 1 July 2026 these imports pay a 30% regulatory duty on top of the normal duties (FBR SRO 1065(I)/2026, down from 40%). The government said the age cap would be removed after June 2026, but we have not found a notification that does it, so we work to the 5-year limit until your customs agent confirms otherwise.
New importer and inspection rules (30 September 2026)
An Engineering Development Board notification of 30 September 2026 lets sole proprietors and partnerships with an NTN or STN import, not only companies. It requires a pre-shipment inspection by an agency registered with PSQCA, which checks the documents again after arrival. The notification is being challenged (carmakers asked for its suspension on 6 October 2026), so ask your agent which rules apply on the day your car ships.
Individuals: Gift and Transfer of Residence
The Personal Baggage scheme was abolished for used vehicles in January 2026 (Commerce SRO 61(I)/2026). Overseas Pakistanis can still use the Gift or Transfer of Residence schemes: cars up to 3 years old, one import every 850 days, no sale or transfer for one year after import, and Transfer of Residence cars must ship from the country you live in. Duty must be paid from money sent from abroad.
Auction grade
Since June 2026, customs refuses Gift and Transfer of Residence cars whose auction sheet grades them Below Average, Poor, Repaired Accident or Minor Accident Repair. We show you the auction sheet before we bid and do not buy cars with those grades.
Who clears the car
Your clearing agent in Karachi files the goods declaration and pays customs duty and taxes. Commercial importers need an NTN (and STN) and must pay through banking channels. We ship the car and send the export certificate, bill of lading, invoice and inspection certificate to your agent.
Rules change with each SRO, and several of these points are disputed right now. This page is our reading of the official notices as of 19 October 2026, not customs advice. Always confirm with your clearing agent before you pay a deposit.

Can you quote C&F Karachi?
Yes. Every listing shows the FOB price; ask us and we quote freight and inspection to Karachi for that car.
How do I pay?
A deposit once you approve the car and price, the balance before shipping. We invoice in USD.
Can I import a car under the Gift or Transfer of Residence scheme?
Yes, if you are a Pakistani living abroad and the car is no more than 3 years old. Personal Baggage no longer covers used cars. We source and ship the car; your agent clears it under the scheme and the duty is paid from your foreign remittance.
Do I need my own clearing agent?
Yes. Duty and taxes are paid in Pakistan through a licensed agent. If you do not have one, tell us — we can introduce one in Karachi.
